
[01-10-2009] This lecture is concerned with stormwater management (SWM) and constitutes a part of a lecture cycle called On the Road to Stormwater Management. The process of SWM introduction into society ought to be concluded with the institutionalization of SWM principles. As the Czech Republic is at the outset of this process, the author, with respect to his experience, seek to inform of the basic impediments which make the implementation of SWM principles difficult. This paper aims to describe two basic preconditions of SWM implementation – a) related legislation on state level and b) regulations in town planning schemes – both on examples from Germany and Czech Republic.
